Abstract: Good planning is an important institutional guarantee for the sustainable and healthy development of the transportation industry. Entering a new historical period, smart logistics and modern transportation are constantly developing. Traditional technical methods and statistical methods are difficult to adapt to the needs of planning and decision-making. The new normal of economic development, comprehensive deepening of reforms, and the establishment and management of transportation and management have provided potential impetus for planning transformation. Adapt to the development of modern logistics and smart transportation. Analysis of the key issues that need to be solved in planning transformation, and exploring the transformation path, will provide new ideas and perspectives for transportation planning.
